I want to change my career to web design, where to start?

I graduated last year with a major in Fashion Merchandising and a minor in business. I really wish I had thought more about my future when I chose my major because now I am out of school and I realize my degree is worthless. I wanted to be a buyer or work in fashion, and I love it but that would require moving because where I live there are not many jobs in that industry unless it’s retail. I am engaged now and have a house with no mortgage so moving isn’t an option.
I’m a quick learner and I like computers. I have a 9-5 job working for a rare book collecter with decent pay. The problem is the job has no room for growth. It’s enough money for right now but I want a career I can move forward in.
Can I do the classes online, and if so what are some good sites to look into? I can’t work any less than I do now (40 hours) because I need the money. I would take some night classes but that would be very hard after work and the gym so I would prefer online. Last thing- I am up to my eyeballs in debt with student loans so hopefully the cost won’t be too high. How long do I need to go to school for to have a career in web design? I’m also interested in graphic design.
