How can I edit a pdf graphically?

I need to fill in some parts of missing letters in a pdf file. I am in the process of buying a house with the Va loan. My original dd-214 was destroyed so I requested a copy from the Navy Personnel Command and received a CD with it on it in pdf form. It was good enough to get my eligibility statement from the VA. But when my mortgage guy sent the whole package in the Va said it was not a clear enough copy. The navy said it was copied to microfiche years ago then converted to pdf recently, both paper and fiche copy’s were destroyed. All I need to do is complete some of the charetors that are incomplete on the form and if I could get it open in something like MS Draw then convert it back to pdf that would be great. Thanks

    Photoshop will open it for sure. If you don’t have Adobe Photoshop, then try GIMP.

    you need to buy the Adobe Reader and not the freeware that you download for free. Then all that .pdf can be edited as much as you wish.

    Jason not every….only those not protected by the composer
